SULAIMANI, Iraqi Kurdistan region,— An Iranian Kurdish activist was extradited from the Kurdistan region of northern Iraq to Iran, sparking controversy between opposition groups and local authorities.

The activist, Behzad Khosrawi, had been arrested in Sulaimani, a Kurdish city within the semi-autonomous Kurdish region (Bashur), according to a statement made on Saturday by the Kurdish Democratic Party of Iran (KDPI), an opposition group.

The KDPI, which has long operated in exile from northern Iraq, claims that Khosrawi was detained by local security forces affiliated with PUK party and handed over to Iranian intelligence.

The group condemned the extradition, arguing that Khosrawi had been granted asylum as a political refugee and should not have been forcibly returned to Iran. They stressed that he had been living legally in Sulaimani with his family for over a decade, with refugee status recognized by the United Nations High Commissioner for Refugees (UNHCR).

However, local security forces, known as the Asayesh, have disputed these claims. In a statement, the Asayesh reported that Khosrawi was arrested because he lacked proper residency documentation in the Kurdistan region, and they denied any political motive behind the arrest.

They further stated that Khosrawi had voluntarily requested to return to Iran, even signing a document confirming his desire to return.

This incident has further underscored the complex political dynamics within Iraqi Kurdistan region, which is divided between two major political factions: the Kurdistan Democratic Party (KDP) led by the Barzani family, and the Patriotic Union of Kurdistan (PUK) led by the Talabani family.

The Barzanis control the Erbil and Duhok governorates, while the Talabanis dominate Sulaimani, where Khosrawi was arrested.

Relations between these factions and their regional neighbors add layers of complexity to such incidents, with the Barzanis maintaining close ties to Turkey and the Talabanis fostering relations with Iran.

Iran has labeled the KDPI a “terrorist” organization and frequently accuses Kurdish opposition groups of fueling unrest within the country.

Tensions have been particularly high since the protests following the death of Mahsa Jina Amini, an Iranian Kurd, in the custody of Iranian morality police in 2022.

As regional powers vie for influence, incidents like Khosrawi’s extradition highlight the precarious situation faced by political activists in the region.

Since the establishment of the Islamic regime in 1979, the Kurdish population in Iranian Kurdistan has been subjected to systemic discrimination across social, political, and economic spheres.

The Kurds in Iran, numbering an estimated 12 million, face ongoing marginalization, especially in the enjoyment of religious, cultural, and economic rights.

The Iranian government has imposed numerous restrictions on Kurdish identity. For example, Kurdish parents are prohibited from registering their children with certain Kurdish names, reflecting a broader effort to stifle Kurdish cultural expression.

Religious minorities, many of whom are Kurdish or partially Kurdish, are often targeted with policies that aim to stigmatize and isolate them from broader society.

In addition to cultural suppression, Kurds face barriers in accessing employment, adequate housing, and political participation, resulting in widespread poverty that has further entrenched their marginalization.

This decades-long discrimination has left the Kurdish community in Iran struggling for basic rights and recognition, compounding the already volatile political landscape within the region.
