SULAIMANI,— The General Directorate of Traffic in Iraq’s Kurdistan Region announced Tuesday that drivers and passengers who throw garbage or waste onto streets from cars or motorcycles will face a fine of 40,000 Iraqi dinars, or about $30.
The decision was issued on May 12, 2026, as part of efforts to reduce littering and strengthen environmental protection measures across the region.
According to the directorate, throwing any type of waste from vehicles is prohibited and violators will be fined through several traffic monitoring systems.
The agency said the penalty will be added to violation registration systems, including PDA devices, surveillance cameras and speed cameras.
Traffic officers also have authority to issue fines if they directly witness violations or receive video evidence submitted by citizens through official traffic platforms, the directorate said.
Authorities called on residents to cooperate with traffic police by sending photos and videos of people seen throwing waste in public areas so legal action can be taken.
Observers said littering remains common in Kurdistan, Iraq and other parts of the Middle East. They said many people throw waste onto streets instead of using trash bins.
According to observers, some residents justify the behavior by saying foreign Asian workers are responsible for cleaning public areas.
